In line with the European digital strategy and the Spain Digital 2025 Agenda, digital transformation is understood to be everything that contributes to achieving the following objectives:

  • Ensuring adequate connectivity for the entire population.
  • Contributing and leading in the deployment of 5G.
  • Promoting and fostering the digitisation of the public sector and companies with a special focus on startups, SMEs and certain key economic sectors of the Spanish economy.
  • Contributing to boosting the population's digital skills.
  • Encouraging and promoting the implementation of new technologies such as Artificial intelligence in our business community.

Keys to digital transformation projects

It will not be possible to specify the specific type of projects until the plans submitted by each member state are definitively approved. Based on the structuring of the budget in Spain associated with the Next Generation Plan and its distribution among the different levers, it is possible to establish the main keys of digital transformation projects:
  • Strengthening the Spanish R&D ecosystem.

    Strengthening the Spanish R&D ecosystem (public and private) with the aim of reaching 2% of GDP and improving its effectiveness.

    How will this strengthening be promoted?

    • Supporting the innovation cycle: research centres, incremental innovation, incorporation of mature technologies in the productive fabric and disruptive innovation.
    • Modernising the R&D ecosystem in all its breadth: University and Technology Management Committee (CDTI) scope, network of technology parks, digital innovation hubs, bodies of the Autonomous Communities, etc.
    • Modernising the researchers' career, to ensure stability and improve the conditions for highly qualified professionals to attract talent.

  • Business growth in the technological field.

    Business growth in the technological field: business growth will be boosted and, in particular, scaling innovative and disruptive technology startups.

    How will this growth be driven?

    • Creating a network of support centres throughout the country (RENACE) is planned.
    • Setting up a NEXT TECH public-private investment fund that encourages investment and support for the growth of companies in disruptive technologies.

Naval PERTE

Transformation of a key sector.

The key challenge of this PERTE is to diversify the naval sector by steering it towards new products, digitalise the sector, improve its environmental sustainability and train employees.

A total investment of 1.46 billion euros has been planned for this purpose:

  • 310 million euros of state aid
  • 1.15 billion of private investment

AGRI PERTE

Competitiveness and sustainability in the agri-food sector.

The PERTE aims to contribute to the strengthening of the food industry throughout the value chain, for the next decade, and to support a sector so closely connected to the demographic challenge: the so-called "Empty Spain". A industry which needs to increase its competitiveness, be more sustainable and adapt to the demands of today's consumer.

This PERTE has three main lines:

  • €400m to strengthen competitiveness, sustainability and traceability and food safety.
  • €454.35m for the digitalisation of all actors in the value chain.
  • €148.56m to support research, innovation and the transfer of technology (R+I+T).

The Microelectronics and Semiconductors PERTE

Strengthen capacities in a strategic industry.

With a growing demand for semiconductors and the need to accelerate autonomy in the manufacture of chips, this PERTE aims to strengthen the design and production capacities of the national microelectronics and semiconductor industry, therefore promoting national and EU strategic autonomy in this sector in line with the provisions of the European Chips Act.

This PERTE will mobilise a public investment of 12.25 billion euros between now and 2027, spread across the following four strategic areas:

  • Strengthening scientific capacity. €1.167bn to strengthen R+D+i on cutting-edge microprocessors and quantum chips.
  • Design strategy. €1.33bn to promote Spanish capacity in the design of microprocessors.
  • Construction of manufacturing plants. €9.35bn to build national skills for the production of semiconductors.
  • Dynamisation of the ICT manufacturing industry. €400mn.
